PLANNING FOR 2040: Property Strategies for the Municipal Health Sector in an Ageing Society

Robin Sæterøy MSc
Senior Advisor Property Management, Multiconsult
As Europe’s population grows older, municipalities face increasing pressure to adapt their health and care facilities to meet future demands. This session presents how Molde Municipality in Norway developed a long-term property strategy for 2040, combining demographic projections with a systematic review of its existing health and care buildings. The project reveals how data-driven planning and portfolio analysis can uncover capacity gaps, functional limitations, and opportunities for smarter investment.
Through this case, Robin Sæterøy demonstrates how municipalities can use evidence-based methods to balance service quality, economic sustainability, and infrastructure renewal. The findings highlight a replicable approach for local governments across Europe: one that links facility management, urban planning, and healthcare strategy to create more adaptable, efficient, and resilient care environments for an ageing society.
