The European Commission has published a Green Paper entitled "From Challenges to Opportunities: Towards a Common Strategic Framework (CSF) for EU Research and Innovation funding" - COM(2011)48. As a stakholder in EU research and innovation, in qualitative foresight and quantitative forecast, in scientific support to policies, do not hesitate to answer to the questions raised in the CSF and in particular to question 11: How should EU research and innovation funding best support policy making and forward-looking activities? Alternatively see the results of a famous Fraunhofer research called 'Office Excellence Check'. Old but valuable. Till now 5.190 persons participated to the German version. The main summary (2006, 3.000 participants) is available in pdf.
